The only new development is ESN as what you listed from 1 to 4 were all existing during GEJ's era but many Southerners didn't care or pay attention.

Government should continue ineffective combating. No way out of this than to train and arm worthy members of communities affected by the rampaging bandits as militias

What is the government afraid of,is it not better now to empower the citizens to defend themselves? New non state actors would become operational if citizens finally procure unlicensed arms to stop these bandits
so citizens are still waiting for empowerment? They are not ready yet.
