okay, so where is the starting point to put the structure, so all will work

the structure is already in place but it is being ignored. all buhari is doing is for show. after every attack, you will hear "buhari holds closed meeting with service chiefs". "buhari gives service chiefs fresh orders". and they snap pictures as if anything will come out of it. the president doesnt need to hold meeting with service chiefs because bandits attacked a train. if the DSS could tell us that they uncovered a plot to stage a mass protest around the country, how come they cant uncover plots by bandits to attack NDA, kaduna airport and rail line? it tells you were the emphasis is. also, the military chiefs have no business with internal security. its the job of the police, DSS and ministry of interior but buhari has chosen to ignore that structure. the service chiefs thing is just for show. buhari is a show man with nothing to offer nigerians
