Why do Governors swear to protect lives and properties of the citizen during swearing in when they know they cant do that as they claim they are incapacitated?

This kind of incompetent mofo can only lead a state with lazy folks like Benue, with all the natural resources in benue, majority of her citizens are destitute in Taraba state where they provide cheapest labour the tarabans who ordinarily should be serving them in benue.
