If I were Buhari, I am going to Chad Niger Cameroon and Benin republic to beg their government for a combination of at least, 1 million soldiers. Three months intense land/ air operation with enough foot soldiers will end this nonsense.

I think it is clear that those children are probably former almajiri or uncared children, obviously the north clearly can't support it population with the little resources it has. Drugs and other vices are just symptoms but the real issue is having children you can't cater for and throwing them in the streets. Solve this, you'll solve half of the problem.
