It doesn't really work that way. If the votes that APC is loosing doesn't add up to PDP, the it doesn't help PDP much.

Look at the scenario below

Supposing in the general election total count for APC is 15 million and PDP is 14 million without NNPP.

Let's assume that NNPP takes away 600k votes from the APC votes. It brings APC to 14.4.M but pdp remains at 14M

It is only when the 600k votes lost by APC goes to PDP and making their total votes add up to become 14.6M that makes sense that much

Those who are seeing this as a problem of PDP don't even understand the A, B, C of politics. If PDP on its own could not defeat APC in Kano, now there is a new party that will certainly help PDP weaken and destroy APC in Kano, it is NNPP. So it is APC that should be mourning now, not PDP. The biggest political votes of APC is about to be demolished by a party that has no national interest but has a presidential candidate called Kwankwaso who has a cult like followership. So while PDP is not going to miss Kano, APC is about to get crushed. NNPP would likely align with PDP for presidential election if the ticket goes to say Atiku than with APC candidate where Ganduje would belong. You don't leave party structure to such an unpopular politician like Ganduje

Abba Gida Gida is the son in-law of Kwankwaso.

This is what initially created problem for him and Kwankwaso in 2019 when he was unilaterally imposed on PDP as gubernatorial candidate by Kwankwaso which made some members quit the party then.

NNPP won't play any significant role in Nigeria beside Kano and they'll give PDP serious threat than APC because, PDP will capitalise more on Northern votes and Kano have bloc votes to offer. Should Kwankwaso stay in PDP definitely Kanawa will vote PDP massively but his defection to NNPP and neutralising that massive votes for PDP is a big win for APC.
Most Northerners are already despaired about effective change after losing hope on Buhari's performance and there will be low turnout than 2019 election in the North.
Despite all the media noise, APC will field Southern candidate and PDP will likely field a Northerner and Southern Nigeria may decide who becomes President 2023 but it depend on Southern Unity initiated by Rotimi Akeredolu

Lots of predictions made will likely change after the outcome of parties primary election!

If APC used the bulk of votes from Kano to coast home to victory and celebrated their said 3 million votes from Kano in both elections, is it APC or PDP that will suffer the division of APC votes by Kwankwaso who is very popular In Kano or PDP that has nothing to loose in Kano.

kwankaso was never in APC 2019 when APC beat PDP with over 1m margin.
What you should worried about is if pdp will get up to 50k votes now that kwankaso took out the soul of PDP to his party NNPP.
PDP got less than 360k votes with kwankaso, by 2023 pdp will get less than 50k without him


PDP have more to loose.
majority of PDP votes in 2019 election came from north west ,north east, and north central.
Check the percentage of PDP votes in North vs South.
With emergence of kwankaso pdp votes have will be substantially reduced.
