That's to say they only steal and loot within the reach of what they currently have access to. A thief will always be a thief and will surely steal very big than even imagined when is presented with the chance to. All these saintly behaviours they are currently exhibiting is just for them to be able to get to where they need to and it's after then they will start showing their true colors. I believe people/humans needs to be judge/scrutinized based on their past antecedents/records when they were in power/ how effective they manage resources that were placed at their disposal.
