I think the Trump campaign is still testing messaging to see what sticks.

The thing about policy is that yea, it is the best way to campaign.
But this is America. If you play it completely above board, you risk creating the impression that your opponent is a stand-up, likable, fun person that just has a couple wrong ideas. That's dangerous because the Dems are trying to paint her as the female Obama.
I don't care what her policies are, if they're successful in pushing that narrative, she becomes the favorite. No question about that.

Even today, Obama could come out and espouse the same position as Kamala; for instance, that it's time to ditch fracking.
And some Trump 2016/2020 voters will be like, he may have a point.
