Designs are normally done with apps like Figma, XD and sketch. It gives a feel of how the product looks like before the development commences.
It is always advisable to design first before development and that's where UI/UX designers come in.

It's just like architects and builders. UI/UX designers are the architects while developers are the builders. A builder builds what an architect draws, similarly a developer develops what a designer designed.

The laptop I use currently is HP 8gb Ram, Core i5 and 1Tb HDD. Maybe you could get something similar or higher.
