There are lots of gaps in the structure and administration of our correctional facilities that requires holistic review. The most significant one is their present locations which are now in residential areas due to development that have caught up with them. Initially they could have been in isolated areas outside these residential locations. Secondly, the concentric security measures around such facilities which make it easy to penetrate with less or minimal force need strengthening or total upgrade. In other sane climes, security measures on these facilities are so impregnable that it tend to discourage potential jail breakers as attempts are considered suicidal and that's the reason the escapees always resort to using tunnels to break out. Relatedly, inmates are sent to holding facilities according to the categories of crimes they committed and at designated locations with public safety as a major consideration. Moreso, management's dereliction and complacency in implementing laudable policies and extant disciplinary measures on erring staffers is lacking as sanctions are not applied on those who fraternise with detainees to the detriment of the system and implications to law and order/ national security. My humble thoughts though...
