More than 70% of Lagos residents are not the state's indigene. If truly you know the number of foreigners in Lagos you will be seriously shocked talk less of even Nigerians from all states trooping to Lagos daily. If you see the vehicles travelling from East and North going to Lagos daily you would wonder if there is any space left in Lagos!

But census should be based on where people live, not where they come from. Ofcourse the census form can have a separate question about state of origin.

If you are from Benin, Kano or Akure but have resided in Lagos for more than a year before the census, then you should count as a Lagos resident. Whether that person is an indigene or not should be irrelevant.

I don't know if Lagos is more populous than Kano, but your basis for justifying why Lagos census count would be lower is flawed.

Nigeria is an odd country. The moment census is announced, everyone starts running back to their state of origin only to return to their state of residence after the census. Even gov't officials and community leaders actively encourage this bizarre behaviour.
