Being of few words is not necessarily a function of intelligence. Rather it has to do with temperament and personality.
Some kids are hyperactive and restless with poor impulse control and often perform badly in school maybe because of ADHD or other psychological reasons .It does not mean they are not intelligent
Talking excessively can be present in a person with histrionic personality traits. Such people tend to do well in entertainment industry

Intelligence comes in different shades and colours .The key thing is to always be open minded there is no rule book
Talking for the sake of talking has more to do with personality, temperament and impulsivity

Why not say intelligent people do not do unintelligent things like use drugs, get drunk or fight in public etc

And talking depends on CONTEXT

A person may display both traits in different places and contexts e.g at home work or when hanging out. That has more to do with personality than intelligence

There are highly intelligent people who are reserved/introverts too, I disagree with some parts of your submission. Some highly intelligent people are too reserved to engaging in conversations with a lot of people, but once they engage in a conversation with you then you'll see their intellectual abilities in play.

Intelligent people never shy away from asking questions when necessary, but, they dont ask questions too often! They are blessed with abilities to discern the mind of the speaker even before the speaker concludes his speech.

It takes years of practice, asking questions and sometimes the questions might appear foolish but the answerer have to understand what the student knows and understand why he/she is asking such questions before concluding it's a foolish question. I'm saying this due to my many years of experience as a teacher.

For example: the Bible says God created the world in six days and on the seventh day God rested.

The students question: Who was there to confirm that God built the world in six days

Teacher: That is a foolish question. You are trying to cause confusion when there is none
