That's a private issue to decide, you can't force people not to have guards, you can only put in laws to ensure they employ regulated security companies to provide security to their premises. In America,UK and other serious nations, it is a serious offense to employ undocumented people. Security companies employing the guards must get information on the state of origin, local government, education background, NIN, national id card, and a Lagos state residents card. They must make sure they are not employing a terrorist or a criminal.

I hope you watched the BBC's recent documentary on banditry. In as much as I believe that any foreigner living in Nigeria must be registered and documented, Nigerians should not shy away from the true identity of those behind boko haram and banditry. These are Nigerians and the government should live up to expectations in providing security for its citizens. The same mistake was made in the early stages of bokoharam by pointing accusing fingers to foreigners specially from Niger and Chad.
