If you are referring to newsletter that you send via email:

1) You will have to code it with HTML and inline CSS (stylesheets won't work, even at page level, based on personal experience, sadly).

2) You code it like any other HTML page

3) Make sure that if you don't have a dedicated server, you know what the "emails sent" limit is as otherwise, either your emails won't get sent out or you will be flagged as a spammer.

I personally tell my clients to use a service like constantContact.com. Let someone else do the dirty work for once
