People create systems for people. In governance, the essence of any system developed is to ensure that the masses benefit from whatever system is designed. One of the most important things is that government is not a profit-making enterprise even though it needs citizens’ taxes and other internally generated revenues. Systems are fundamentally created by governments, and the people in government are first human beings before any other thing. Hence, they are humans creating systems for other human beings. The success or failure of the systems affects all. Therefore, the government must create systems, formulate policies, and make decisions that work for the people to make the jurisdiction more liveable for people.
