(This thread is for the benefit of those that had not fully read and digested the INEC’s Election Guidelines 2022.)

From the Guidelines, it is very clear that the INEC is going to employ both Manual and Electronic Collation., And that the results that are electronically collated would be the major determining factor

Let me break this down a little bit.
Section-38(i) of the Guidelines made it clear that the Presiding Officer at the Polling-Unit Level would Electronically transmit the results into the INEC’s Collation Support and Result Verification System (CSRVS), before physically transferring the results to the Wards Collation Centers..
This CSRVS system is the central collation system, and INEC had made it in such a way that all the various levels of Collation MUST verify their own collated results with the collated results of the CSRVS before they can Electronically transmitting their own collated results to the next Collation Centers, as well as physically transferring their Results too.
(The collation officers do not need to transmit their results to the CSRVS again, since the collated results are already inside the CSRVS system, but they definitely have to transmit their collated results to the next Collation Center, because the next Collation Centers do not have them yet..)
Meanwhile, the Next Collation Centers should not begin their collation, even though they already have the Electronically transmitted Results with them, until the physical results from the lower levels are in.
They should not also start to verify their results with the CSRVS system, until they have finished their own level of Collation.

If their happen to be discrepancies in the collated results, it is the Collated Results inside the CSRVS that should be used as the main yardstick for tracing the sources of such discrepancies, and putting them back in order.

With all these explanations above, it is very clear that INEC would use both the Electronic and the Manual Collation and Transmission.
..
But the main good news is that,, there would not be any form of Manual Accreditation..

The Polling-Units are open for all of us to stay and cast our votes, and observe, and at the same time protect our votes.
WE DON'T HAVE TO BE ACCREDITED PARTY AGENTS BEFORE WE STAY AROUND THE POLLING-UNITS..

AND NOW, THE TWO MOST IMPORTANT THINGS CONCERNING OUR ELECTIONS ARE NOW HAPPEN AT THE POLLING-UNITS,, WHICH ARE:


1. SENDING A SCANNED COPY OF THE RESULTS DIRECTLY TO THE ONLINE RESULTS PORTAL.

2. SENDING THE SAME RESULTS TO THE CENTRAL COLLATION SERVER/ SYSTEM.


So, my dear Obidients, we won't relent..
We won't even dream of leaving the Polling-Units If the INEC Presiding Officer didn't do these two things right in front of us...
And we confirm the Online Results by logging in to the Portal.


WE ARE THE STRUCTURE THIS TIME AROUND.

WE ARE NOW THE ONES TO PROTECT OUR OWN VOTES, AND MAKE SURE THAT OUR VOTES COUNTED, AND NO MORE THE PARTY AGENTS ANY LONGER.

In addition to the provisions of the current INEC Guidelines,,, INEC should consider some other better options too...
For instance..
INEC should reconfigure both the BVAS Device and the IREV Portal in such a way that the BVAS Device can also be uploading to the IREV Portal “THE NUMBER OF ACCREDITED VOTERS AS AUTOMATICALLY GENERATED AND CAPTURED INSIDE THE BVAS WHILE THE VOTING WAS GOING ON...”

INEC should endeavour to ensure that all the Collation Officers (both at the Wards, LGs, and States Levels of Collation) would also use the same devices which they are supposed to use in Electronically Transmitting their Collated Results to the next level of Collation, to also upload pictures of those same collated Results to the IREV Portal..
And thus, if it happens that such devices are not capable of scanning the collated results as well and uploading them to the IREV Portal; (that is, if the Collation Officers had to manually enter the collated values by themselves into their devices before transmitting), then in that case, they need to be furnished with an additional scanning device that can be used to scan the Collated Results, and upload them to the IREV Portal.

The importance of also having the Collated Results on the portal (AND NOT JUST ONLY THE POLLING-UNITS RESULTS) is for the results-checkers to also follow the discrepancies that may arise, and be able to pin-point at what exact stage the discrepancies started occuring.
Past experience of Results-checking on the IREV Portal have shown that there are always some level of discrepancies between the Results on the IREV Portal and the INEC Declared Final Results, and that such discrepancies are always very difficult to trace or to be identified..

(That is, the discrepancies between the total results gotten by adding the uploaded PU Results on the IREV Portal and the Results that were Officially declared by the INEC as final results cannot be traced properly, and the source of such discrepancies are always difficult to be pin-pointed..
But with the uploading of the collated results, Results-checking on the IREV Portal would be more fun,, and can aid in political analysis in future times.

I have a question.
I have read through the INEC’s Guidelines very well, and I need to understand whose exact job it is to upload the Polling-Units-Results to the Online IREV Portal.
Is it the Presiding Officer or the RA/WARD Collation Officer.??




According to the INEC’s 2022 guidelines,
Section-38(ii), the PO is supposed to “Use the BVAS to upload a scanned copy of the EC8A to the INEC Result Viewing Portal (IReV), as prescribed by the Commission”.

But Section-50(vii) of the same Guidelines states that the RA/WARD Collation Officer is supposed to “Validate the scanned copy of Form EC8A and upload same to the IReV Portal with the assistance of the Registration Area Technical Support Staff (RATECHs)”.

Thus, if the PO had already scanned and uploaded the Form-EC8A,, which Form-EC8A again is the RA/WARD Collation Officer Validating and “Uploading” again??
