The solution is right before the eyes of the operators, blacklist all defaulters via BVN and ensure they're placed on a watchlist. Then initiate the GSI mandate authorised by CBN to retrieve your funds. Nothing is worse than not being able to transact and losing your credit worthiness but it must be centrally coordinated and data shared. Do this for one year and see if the number of defaulters won't reduce.
