Who owns the refinery in republic of Niger where Nigeria imports her fuel

I will build 4 Refineries in my 4 years tenure.

4 Years later, Niger Republic got the 4 Refineries with a pretending company profiles.

4 Years later, Niger Republic got Rail project from Nigeria to Niger Republic free of charge.

4 Years later, Niger Republic got Gas Pipe line Contract from Nigeria to Niger Republic free of charge.

4 Years later, Niger Republic got Billions of U.S Dollar Electricity transmission and power plant generation contract from Nigeria to Niger Republic free of charge.

4 Years later, Niger Republic got her roads constructed from Nigeria to Niger Republic free of charge.

Dear Mr President, where are the 4 Refineries you promised Nigerians in 2014/15 during your campaign?

You promised to end fuel importation into Nigeria but went and signed MoU with Niger Republic to be importing fuel into Nigeria from Niger Republic.

What is going on?
