1. To check migration into overpopulated states like Lagos and PHC

2. To stem the flow of criminals . You have to have a valid reason why you want to transplant yourself from your village to another state.

3. To check destitution, vagrancy and other societal ills

4. To end the No Man's land claims once and for all. When you pay through your nose after much scrutiny and hurdles, you go humble and remember that your stay is temporal

Even in colonial times,movement from the south to north and vice versa was checked by an internal migration system .

At the rail stations , colonial officers demanded for official permits of intending travelers crossing from south to north and vice versa.

In the Soviet empire and present day Russia, internal migration by Russian citizens from one Oblast (region) to another requires official permits.

I think it's high time we introduced such in Nigeria .

And anyone caught without valid papers or overstaying their welcome will be sentenced to 5ys hard labour.

Job visas will be entertained as long as the requirement isn't able to be met within a state e.g. much needed prostitutes and strippers applying from the east can get special waivers.

Any business that hires a non resident will have to pay a huge fine and those from out of state who have not registered as residents will pay four times the usual income tax.

Business visas will be granted on account of a minimum investment requirement .Failure to pay corporate taxes will lead to withdrawal of business permits , huge fines and summary deportation.
