Please can someone open a Google Adsense with a particular name, when approved and everything goes as expected, traffic, revenue etc, fill the bank details of another name?

In other words, can someone whose adsense account was banned without receiving a penny, use the name of someone else to open another account using his (owner of the banned account's) bank details?
