How true is it that the World bank is granting relief of N30k to people with permanent voters cards(PVCs)?

I was shocked this evening to see people in queues under a poorly lit environment just outside(front) of a roadside bar.

Wondering what the issue could be, I quizzed a couple of participants to know What the fuzz is about. They told me the world bank is granting people with PVCs N30K each starting from November. I was shocked as its alien to me cos I haven't come across anything of such on the internet.

So, to get a broader knowledge of what's really going on, I came here to throw it open cos I'm having different thoughts towards this. Plainly, I'd say its a political hack. But I just don't wanna conclude yet.

For your information, this scenerio is playing out in Rivers state. The registrants(A male and a Female), were not putting on any Insignia, emblem, logo or regalia that portrays they're from the Fed Govt, World Bank, State Govt or LG. The gadgets they're using for the registration is a tablet common with roadside SIM registrants.

I'm just curious. Could this be a political inside job?

Nigerians are just so gullible. U need to see the numbers. We really need grassroot orientation. Poverty has been successfully whipped into the majority so, at the mention of anything free, they don't think over it
