I doubt if banditry would have thrived under Obasanjo to this level.

There's so much complicity and inactions thus giving room for lawlessness to reign.

Should the Obasanjo strategy not be employed?

Sending Soldiers to invade a place to cause death snd destruction will only make things worse in the ling term
