The CBN official rate would be N140 per dollar while the black market would be N150. Go and ask those that transacted their businesses in dollars those years.

The CBN rate has been 389, so having 400+ is a reduction in value. Mind u, the parallel (aboki rate) is over N850 now

U are perfectly right. In GEj era I was buying an selling dollar at almost bank rate. How the spread increased is something of great concern.
