is that complaining ? he's just stating the fact. if he arrests any agbero then governor can ask them to release such agbero and nothing will happen. it's just like wasting of time for police because those agbero won't be prosecuted

Restrict the movement of the governors few days before and during the elections.
That's the solution to the stealing votes by governors during election.
