Same thing I wanted to say.
Soludo didn't even visit the site for the sake of the project, he's anger is that the road and the alternative one he's supposed to use are blocked by the contractor denying him passage.

How can he just terminate the contract like that, just on phone call?

But let watch out for how the future will unfold on this very particular episode.

What would be the Contractor’s next step?

Would he go to the Commissioner’s office to beg the Commissioner?
Or
Would he go to the Governor's Office to beg the Governor?

Begging for incompetence or what? The contractor should go to hell. U don't take such jobs when you don't have equipments, skill and staff capacity
