Iran doesn't actually depend on Russia to get nukes.

Iran has almost all it needs to develop one.

If at all Iran needs help in getting nukes, it can get all the help it needs from its neighbor, Pakistan, which has been a nuclear power for over 3 decades now.

What has delayed Iran's nuclear program is the political and (especially) religious ideology of the Iranian Shia leadership.
Iranian leaders don't believe in amassing nukes to protect the republic.
A nuclear race was on course before the Islamic revolution of 1979. It was the revolution leaders who slowed it down to a level they thought was necessary for the Islamic state; Power generation etc.
The nuclear facility was in fact in an open field until it was bombed by Mossad/US agents in 2020.

That ideology to arm the republic with a nuclear weapon only seemed to have been adopted recently after the 2020 bombing and the collapse of the Iran/US nuclear deal (brokered by Obama and destroyed by Trump)

Iran since then has accelerated its uranium enrichment and has now moved the facility to the deep undergrounds of Zagros mountains where bombing it will be almost impossible.
