Israel is causing troubles because of the unconditional support and assurance it receives from the West. Iran can only use proxies to attack Israel at this time since the killing of Hamas leader inside Iran was done by Mossad agents inside Iran it wasn't a direct military attack by Israeli military that should provoke a direct military response from Iran.
