Yes.

For instance, Ukraine has deployed thousands near the Belarus border that Russia has opted not to target for obvious reasons.
The formations on the Kursk border were watched like a hawk, but the MoD did not expect them to cross.
It made no strategic sense.

Turned out to be a costly mistake.
It did have the silver lining of thinning Ukrainian lines in the Donbass, but the MoD will not allow a repeat.
