It is not a matter of belief.  He has realised that the Nigerian security agencies are hopelessly compromised, corrupt, and inefficient and that it is only a matter of time before he himself becomes a target.  Basically, what he has done is to override them and seek foreign assistance which is not a bad idea in the present circumstances.  Some government officials must have been reading Nairaland because these issues particularly the existence of Boko Haram sympathisers among our security personnel were discussed here a few days ago.
