APC led FG told us that they transfer #500m to the extremely poor Nigerians. The Programme is also a part of the Conditional Cash Transfer (CCT) of its Social Investment Programmes, SIP for which N500 billion was appropriated in the 2016 national budget.
This means 100 million families were paid N5k each. The only way this was transferred would be by bank account, except APC has another means we do not know about

According to statistics , Nigerians under 16 years make up 45% of our population. This group do not need bank accounts nor BVN as they are under-aged. If our population is truly 200 million, it means that 90 million DO NOT have work nor earn money and so do not have account

In the long-term, the Nigeria Unemployment Rate is projected to trend around 45.00 percent in 2023 and 43.00 percent in 2024, according to our econometric models. This model was based of actively employable Nigerians. Hence, it does not include the economically inactive population, such as the long-term unemployed, those aged under 15 years, or retired persons.
So, put simply, about 66-90 millions fall into this group.

Banks in Nigeria recorded a total of 4.8 million new Bank Verification Numbers (BVNs) in 2022, according to the data released by the Nigeria Inter-Bank Settlement System (NIBSS). This brought the total number of registered BVNs in the country to 56.5 million. As of December 2021, the BVN database stood at 51.7 million.

Highlights of the 2022 Multidimensional Poverty Index survey reveal that: 63% of persons living within Nigeria (133 million people) are multidimensionally poor. The National MPI is 0.257, indicating that poor people in Nigeria experience just over one-quarter of all possible deprivation

Conclusion
Putting all together, we have:
Unemployed within productive age: 70 million
Unemployed below productive age: 90 million
BVN holders who are able to operate bank account: 58 million
Those APC claimed to be transferring cash to monthly:100 million.
NBC confirmed that 63% of Nigerians are poor, that is 133 million.

If 133 millions are poor, it imply they cannot maintain a bank account, hence should not be anyway affected by CBN policy. Now add the 90 million under the productive age, you get 223 million Nigerians.

My question is What is the % of those who still have no bank account or keep their money at home? Answer is practically between 0 -3%. Is 3% enough for CBN to jettison its policy? No! Hence CBN should stand firm on its policy. The assumed 3% who still keep old notes should use them as toilet papers after January 31, 2023.
