The main issue is the scarcity of the new notes. This is causing a shortage in demand since buyers have no medium with which to buy.

With time the notes will go round. 100k cash allowance a week is more than enough fo buy all he pepper and tomatoes buyers need, thus, demand will be restored.

Firstly it's not a thing to celebrate which I agreed but do you realize most of this fertilizers are subsidized? And do you wonder why things are cheap up north and extremely expensive down south? Even putting cost of transportation into the equation.
