The naira has lost it value for anyone to put them in soak away. It might be possible in the 60s,70s,80s but not this time.

Only an illiterate will do that.

I differ on your post. Are you not aware our politicians have vaults in their homes? Many of them don't operate bank accounts cos there are some money you don't keep in the bank. Naira has lost value truly but would they bribe voters or their loyalists and thugs with dollar? The answer is no! They'd still need to convert that dollar to naira to do so. Instead of going through the exchange stress, they'd rather keep the naira in large qty at home underground.

If some politicians should take all their naira to the bank, a branch may not be able to finish counting in 2 weeks, even if they shut the door on other customers and work from morning til night. How much do you think a bullion van could contain? A politician ushered into his compound 2 of it on a broad day light and said its his money.

Many of them had stolen naira as far back as 2012, 2013 in billions, for political reasons. Did you not hear that an accountant-general stole over 100bn naira under this administration? Where do you think the money would be? The truth is CBN prints naira each year but most people don't know this. But how some naira notes printed as far back as 2011 are still seen in circulation is baffling. They've been kept underground for over a decade.
