It means that from yesterday, an interest rate of 10% per annum has started running on the "debt". If he pays it early enough, the interest will be very negligible but if he starts playing with the judgement before paying...hmmm, it is well .

If he is able to pay at the end of February, he would probably pay the sum of 233000*(10/100)*(14/365)= €893.70. Any more hesitation will see him paying more .
