The Govs know that at this point they cannot continue to use the "people" to pursue their selfish aim of vote buying. The people can use the old #200 notes as well as the new notes. But the billions of naira in #1000 and #500 that were kept will become useless and cannot be deployed for vote buying as voters cannot accept monies that no other person or institution(including banks) would accept.

Let me help you: people can still return them to the central bank like they are still doing today but just like now, nobody will accept those denominations cos it is no longer legal tender. Shey you get now?

So the politicians that stock piled these denominations cannot use them in vote buying(cos no body, including voters, would accept them), hence they would be useless as much as votebuying is concerned. They can only be returned to the central bank after they must have filled the required documents(how you also k now what that means)?
