Praise be to Allah. When was Hajj made obligatory? The correct belief is that Hajj became compulsory in the ninth year after Hijrah (AH), and it was not made obligatory before that. This decision was made due to the circumstances at the time. The Quraysh, who were in control of Makkah, had prevented the Messenger (peace and blessings of Allah be upon him) from performing 'Umrah, and it was likely that they would also prevent him from performing Hajj. Prior to the conquest of Makkah, the city was still entrenched in disbelief, but after the conquest, it was liberated from disbelief. Thus, enjoining Hajj upon the people became appropriate and wise. The evidence that Hajj became obligatory in the ninth year is the verse in Surah Al 'Imran, where Allah says, "And Hajj (pilgrimage to Makkah) to the House (Ka‘bah) is a duty that mankind owes to Allah, for those who can afford the journey" [Al 'Imran 3:97]. This part of the surah was revealed in the year of delegations (‘am al-wufud). Why didn't the Prophet (peace and blessings of Allah be upon him) perform Hajj in the ninth year? It was a common practice for people, except Quraysh, to perform Tawaf (circumambulation) of the Ka'bah naked, as they did not have appropriate clothing. Only Quraysh could borrow clothing to perform Tawaf.
