Some individuals, celebrities especially, may refuse to pay this tax for various reasons.

It's not just about celebs. Self-employed people rarely pay taxes in Nigeria because they don't see the benefits of paying taxes. You pay taxes to one sick politician and he uses your tax to carry olosho.

No wonder Anambra indigenes were paying taxes in abundance to the Pandora criminal Peter Obi who was not able to raise IGR by 1%
