What IMF was saying is that Russia economy upped to 3.3% despite the war, from the 2.1% in 2022, when the sanction started. Even went up a whooping 0.7% from march-May this year. Yahoo, Reuter, independent, all reported the news. It was reported that Russia is actually spending less on the war than expected.
