Increases their body weight, the overall weight of all passengers and consequently limits the total number of clients the boat can carry. And that's a no-good outcome for human traffickers to consider. They wanna ship as many as possible whether safely or not because real people pay T/Fare, life jackets don't.

Besides that, these gringos aren't big on safety compliance. They might have probably made enough of the passengers to even cover the loss of the boat itself.
