Not holding brief for him, but let's be logical - Benue is actually a poor state, yet a hefty wage bill. 700b in 8yrs is just about 87b/yr.

Yet the state has a monthly bill of 7.9b amounting to almost 90b per year. Which means even to pay just salaries, total inflows is insufficient.
