The Federal Government's stake is 5%, with private partners holding the rest. The ICRC confirmed the project's viability and highlighted the rejection by the Federal Executive Council due to the government's non-financial involvement. Negotiations faced hurdles due to consortium disagreements, and efforts to mediate are ongoing. The necessary steps for progress include signing the shareholders' agreement, completing the Full Business Case, obtaining approval from the Federal Executive Council, and vetting the draught public-private partnership agreement.
