Why do you need to build 10 storey building when you can build a conducive 2-3 storey? In those houses you claim in the East, not that they have elevators for the 6 storey building, they don’t even have running water and they’ll have to fetch water in tanks and take it up.

Oyo state alone got landsize almost as big as the whole SE states? So there is enough lands to build.

Even in USA, most houses are 2-3 Floors and you only see skyscrapers in area closer to downtown where there is constraint of land and the need to confine business district.
