Aguiyi never abolished regions. That was Gowon who created the first 12 states, a year after Aguiyi was killed.
Secondly, in a democracy, if 2 regions want secession clause and one region says no, the 2 regions will still carry the vote. Also can you tell me which law helped the Southern Cameroons get referendum in 1961 if Zik opposed it?
