TAM has been on for over one year now. I don't want to be specific. Those equipment that needed replacement have come in before elections.
It's easy to enter phrc when it is operational than to enter now, why? Because government only want you to know what they tell you

Buhari's government appropriated budgetary allocations for that purpose, equipments were procured and no work has been done anywhere in both facilities. Only reason access is being limited there is to prevent loss of those equipments.
