Actually, Gowon is right. There is a very long and interesting description of how Nigeria and Biafra fought for oil receipts in the territory's. To cut a long story short, the problem was at the time, the monies from oil sales were paid in London, not in Nigeria or Biafra....and there was a struggle for the thing.
