I graduated from a University in the UK years ago and was issued a certificate which I scanned to keep a softcopy (I do with all documents). I misplaced the original and requested a new one from the same university, paid the fees and was issues a new one by the same university in the same year and signed by different people.

I think that the question should be and remain "Did he attend and graduated from the university?"

Note that I have no political affiliation to anybody but want to share my knowledge and experience.

However, I think he submitted a forged o'level certificate in order to gain admission in the said school.. If not what is he hiding?

If he was an employee and his employer came to your school to verify his result, you would have done that. Since you guys are very good in covering forgery, your school certificate will now be the preferred choice for anybody thay wants to forge their certificate world wide.

Yes. Read their statement well. They will do it for any other student. Because their is a Federal law that backs it up and only Federal court or the individual himself can ask for them to release it.
