Why do the West want democracy to be in all countries of Africa? Because it is easier to manipulate democratic leaders than military heads of states. Because it is easier to infuse Western influence on democratic leaders and democratic societies than communist or military sovereignty.

It is also easy to steal from a civilian govt in Africa than the military regime.
