Unprepared? Do you mean subsidy should continue? If it continues, we should continue to borrow money to pay subsidy and protect naira?

Which money do you need to pay salaries and improve infrastructures? Just keep borrowing and borrowing till we die finish?

Do you know what palliative measures mean Do U realise the govt have made u believe palliatives are food. What any normal or sane govt would do would have been to come up with measures and policies to help cushion the effect of the subsidy removal before going ahead to remove subsidy. The money they are sharing to imaginary poor people and the money they are wasting sharing rice and grains could have been better spent on subsidising transportation or providing trasport alternatives or options. Every business in dis country has a generator
