Now maintain the ministries, agencies, schools
Universities, technical schools

Cars, chalk, markers, petrol, diesel, frequently maintenance

If you give delta budget to California they would size to exist

If you give California budget to Delta per year for 10 years you would have somewhere better than California even with corruption
