The Nigerian government has granted an exemption to its tertiary institutions – encompassing universities, polytechnics, colleges of education, and monotechnics – from utilizing the Integrated Personnel Payment System (IPPIS) for the disbursement of staff salaries and allowances.

The approval for the exemption was given by The Federal Executive Council at its meeting on Wednesday at the Presidential Villa Abuja.

The Minister of Education, Prof. Tahir Mamman disclosed this while briefing State House Correspondents alongside other ministers on the outcome of the FEC meeting, and said this takes immediate effect.

The minister highlighted that the Federal Executive Council recognized that university vice-chancellors should not be required to suspend their responsibilities to travel to Abuja for the processing of staff salaries, as is presently the case.

The implementation of IPPIS by the government precipitated prolonged disputes between workers’ unions at federally owned tertiary institutions and the government.

The Academic Staff Union of Universities (ASUU) in particular argued against IPPIS citing various reasons including the peculiarities of the universities. It eventually developed its payment platform which it tagged University Transparency and Accountability Solution (UTAS).
