Your statement reads plausible on screen but i highly doubt, Mount-Everestly doubt, that a US, British, French, Russian, Chinese, Brazilian, German etc soldier would allow you as a civilian to arrest them while loudly proclaiming your rights to do so under Citizens Rights legislation.
