Nigerian customs service are only active in the south, but the northern borders remains unhindered, everything goes in and out of the country, weapons, hard currencies used in financing terrorism, hard drugs consumed by terrorist.
Especially weapons from war torn Libya.

So in essence, custom is only meant to seize contraband items not the vehicle in which the item is being conveyed. I have bookmarked this.
